2014 National Budget presentation to be delayed

Youth Forum welcomes the delay of the 2014 National Budget presentation as the Finance Minister Patrick Chinamasa, says he wants ample time to consult stakeholders. We however, appeal for the inclusion and prioritization of the welfare of young people in this budget.

As an organisation we would like to call on the Treasury to attend to the utmost important issues pertaining to the youth, notably the accessibility to education and jobs as the majority of young people are jobless and languishing in abject poverty without any social safety nets from the central government.Unfortunately in Zimbabwe, the youth seem to be left at the mercy of economic hardships and social injustices which are compelling them to leave the shores of the continent at the peril of their life in the search of greener pastures.

It is against this background that we call upon the Treasury to prioritize the welfare of the young people through supporting programs and policies that speak to young people’s problems.

Additionally we call upon the Finance ministry to increase financial support for the Basic Education Assistance Module (BEAM) to ensure that all children enjoy the right to education which is guaranteed by article 25 of the Universal Declaration of Human Rights and Chapter 4, part 2 (75) of our Constitution.

Moreover, we urge the Treasury to increase the remuneration of teachers so that they will be motivated enough to execute their duties to the best of their abilities which will have a positive effect on the performance of their pupils.

In an article written in the local daily newspaper, Minister Chinamasa told a pre-budget consultative seminar being attended by legislators in Victoria Falls that he needed more time before he makes his maiden budget presentation since assuming the finance portfolio in a substantive capacity.

“We don’t have a budget statement in November. I need more time, possibly in December, but we will meet the constitutional requirement of doing it by January 2014,” said Minister Chinamasa.
