Possible strategies of combating child labor in Zimbabwe
African Network for the Prevention and Protection against Child Abuse and Neglect
October 24, 2008

A result of the baseline survey commissioned by the Coalition against Child Labour in Zimbabwe [CACLAZ] in 2007, the following recommendations at three levels i.e. policy. Programming and institutional levels were made.

Policy level recommendations

The policy level recommendations are meant to address the issue at national level. It is recommended that CACLAZ work with government and civil society organizations to continue tackle the problem of child labor and abuse in order to eradicate it.

  1. Poverty reduction strategies be pursued vigorously by both government and civil society in order to empower families so that they abandon the use of child labor.
  2. CACLAZ should spearhead the process of lobby and advocating for law and policy reform that address the issues of child labor and should work with other partners like government to ensure full implementation of these laws and policies.
  3. CACLAZ should spearhead the establishment of a coordination mechanism for all stakeholders dealing with child labor. This will enable better information sharing and a more holistic approach to reducing and eventually eliminating the problem.

Programme level recommendations

There is need to initiate projects or program intervention to address the problem of child labour through the following;

  1. Development of day care centers on commercial farms, plantations, and tea and sugar estates and as well as plantations so that children are not taken into the field where they are exposed to harmful chemicals.
  2. Pilot reinstatement of children into schools who have dropped our due to various reasons. Therefore there is need to expand the BEAM project to reach out to various OVCs
  3. Advocate and lobby employers on commercial farms, plantations, and tea and sugar estates to grant maternity leave to their female employees in full recognition of the laws of the land.
  4. Production and dissemination of IEC materials for public awareness campaigns on the extent, nature and solutions to the problem of child labour.
  5. There is need to have a project on child birth registration that would facilitate acquisition of birth certificate by children especially those from Grand parent and Child headed households. Therefore there is need to seek strategic partnerships with the Registrars' Office as well as community leaders, youth groups and church organizations.

Institutional level recommendations

In order to effective monitor the progress of child labor related activities there is need to put in place monitoring and evaluation mechanisms.
