An appeal to political parties in the GPA to respect the people's
will and stop holding the country at ransom
Zimbabwe Civic Education Trust (ZIMCET)
August 31, 2012
Zimbabwe Civic
Education Trust (ZIMCET) is greatly disturbed by the attempt by
Zimbabwe's political players to advance parochial party agendas
at the expense of the people's interest in the ongoing constitution
making process.
The recent deadlock
following Zimbabwe African National Union - Patriotic Party
(ZANU-PF) so called 'final and non-negotiable' 266 amendments
to the current constitution draft is retrogressive and inimical
to the letter and spirit of the Global
Political Agreement. ZANU PF, among a host of amendments,
altered the provisions on citizenship, added indigenisation and
empowerment in national objectives, reinstated an imperial President,
removed devolution of powers and abolished a standalone Constitutional
Court.
ZANU PF through
its Spokesperson Rugare Gumbo warned its coalition partners that
declaring a deadlock will be calling for an immediate general election
under the current Lancaster House Constitution.
Addressing journalists in Harare recently, Gumbo said "Once
a deadlock is declared, then elections will be inevitable. But if
they are to incline to have a deadlock, so be it, we resort to the
Lancanster House Constitution."
ZIMCET seeks
to register its dismay on these developments particularly the attempt
to reverse the little democratic gains witnessed thus far and to
hold the country at ransom. The organisation further appeals to
all partners in the inclusive government to respect the views of
ordinary Zimbabweans who spoke unequivocally against an imperial
president, unbalanced development in the region as result of core
periphery phenomenon and discriminatory citizen laws among other
issues during the constitutional outreach phase.
