As some of you may be aware that in his opening speech of the Fourth
Session of the Fifth Parliament of Zimbabwe the President Robert
Mugabe stated that
" In order
to ensure that the operations of Non Governmental Organisations
are consistent with and supportive of Government policies and programmes,
the Non Governmental Organisations Bill will amend the current Act
and broaden the definition of NGOs to include Trusts. This Bill
is also intended to prevent foreign interests from using the NGO
structures to subvert our sovereignty"
The announcement
is coming at a time when NANGO had initiated dialogue with government,
specifically, Ministry of Public Service Labour and Social Welfare
- that currently administers the PVO Act, on the proposed Bill.
The Permanent Secretary, within the particular Ministry, Mr Museka,
has even accepted the NANGO request to make an oral presentation
of the NGO proposed Bill developed after wide scale consultations
by NANGO in Harare, Bulawayo, Masvingo, Mutare and Gweru - in which
most of you may have participated.
NANGO still
takes the position of government on dialogue with NGOs regarding
the proposed Bill in good faith. It is our hope that the NGO submission
shall be considered positively. We should be able to come back to
you as soon as possible.
Our NANGO legal
committee and the representatives of the NANGO Board held a meeting
end of April with government in which the framework of the proposed
NGO Bill was discussed. The meeting, in our view was positive and
provided us with a springboard for further lobbying and advocacy.
